(C18 DEERNESS BRIDGE & BROADGATE FORD ROAD, USHAW MOOR)
(TEMPORARY ROAD CLOSURE, ONE-WAY, WEIGHT LIMIT & SPEED RESTRICTION) ORDER 2016
The Council, on 28.04.16 made an Order under Section 14 (1) of the Road Traffic Regulation Act, 1984, as amended, to: close to all traffic a 225m length of road C18 that extends northwards from its junction with the track leading to Yew Tree House, New Brancepeth to Side Station Road (no. 62A, Station House), Ushaw Moor by reason of safety grounds following results of a bridge inspection that deemed it unsafe. It is also necessary to temporarily prohibit vehicular traffic:
(1) with a maximum gross weight exceeding 7.5 tonnes, except under the direction of or with the permission of an enforcement officer, from proceeding on a 2235m length of Unclassified road 18.23 Broadgate Road between its junctions with C154 at New Brancepeth and B6302 Broadgate Crossroads/Cockhouse Lane, Ushaw Moor. (a) Exemptions: (i) Access for liveried Police Fire & Rescue and Ambulance vehicles in pursuance

of statutory duties; (ii) Access for vehicles required for building or demolition works; the maintenance, improvement or re-construction of the said road; the laying, erection or maintenance on or in land adjacent to the above length of road of any sewer, main, pipe or apparatus for the supply of gas, water or electricity or any telecommunications apparatus as defined in the Telecommunications Act 1984); the removal of any obstruction to traffic; (iii) Access for vehicles used in the service of a local authority or statutory undertaker in pursuance of statutory duties (iv) Access to Lion Mouth Rural Centre; Broadgate Farm and Workshop; Ragpath Cottage; Hareholme Court; Hareholme House; Biggin Farm and Farm Cottage; Eshwood Hall and Eshwood Cottage; Eshwood Lodge; Park Lodge; Hill House; Woodbine Terrace; Farfalls House; Fairfalls Terrace; Prospect Place; Sleetburn House; New Brancepeth Methodist Church and agricultural land accessed by the road;
(2) from travelling at a speed in excess of 40mph along a 1940m length ofUnc 18.23 BroadgateRoadbetweenB6302Broadgate Crossroads/Cockhouse Lane and the existing 30mph signs adjacent Farfalls House, New Brancepeth; (3) from travelling on a1940m length of Unc18.23 Broadgate Road between B6302 Broadgate Crossroads/Cockhouse Lane and the existing 30mph signs adjacent Farfalls House, New Brancepeth except in a southerly/south easterly direction.
The maximum duration of the temporary Order is usually 18 months, however, the Council are satisfied that the execution of the bridge replacement work proposed will take longer. The closure suspensions and prohibition under the Order are required from 04.05.16 until such date as those works are completed. For operational reasons, on rare occasions, restrictions may be necessary on dates and times other than those set out above and where this occurs, such restrictions will be signed accordingly. Alternative route: for vehicular traffic during the bridgeclosureis fromthenorthernsideoftheclosure from C18 / B6308 staggered junction in Ushaw Moor, easterly along B6308 to A690 Stonebridge* then south westerly along A690 turning north westerly along C18 from Langley Moor to New Brancepeth to the southern side of the closure, and vice versa. An HGV during the bridge closure and weight restriction in 1) would be as above but continue from *Stonebridge via A690 north easterly to Nevilles Cross then southerly on A167 to Honest Lawyer and turning generally north westerly along B6300 to A690 Meadowfield, south westerly on A690 and turning north westerly on C154 Sawmills Lane leading to New Brancepeth, and vice versa. The alternative route for vehicular traffic during the one-way restriction in (3) is from the south eastern side of the one-way restriction from C154 at New Brancepeth easterly via C18 through Alum Waters to A690 at Langley Moor then northerly on A690 under Langley Moor Rail Bridge (14' 6") to Stonebridge then westerly along B6302 Through Broom Park to Ushaw Moor, over the staggered crossroads onto Cockhouse Lane to Broadgate crossroads to the north western side of the restriction. HGV traffic would use the diversionin(1) above. Analternativeroutewillnotbesignedto pedestrian or equestrian traffic during Deerness Bridge. The Deerness Valley cycle path is not affected.
