ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14 THE M65 MOTORWAY (JUNCTIONS 3-7 EASTBOUND AND WESTBOUND CARRIAGEWAYS AND SLIP ROADS) [TEMPORARY PROHIBITION AND RESTRICTION OF TRAFFIC) ORDER 2017
NOTICE IS HEREBY GIVEN that Highways England Company Limited (Company No. 09346363) has made an Order on the M65 Motorway in the Boroughs of Blackburn with Darwen, Chorley and Hyndburn, in the County of Lancashire, to enable resurfacing, renewal of road markings and road studs, reinstatement of traffic detector loops, replacement of bridge joints, and other general maintenance works; to be carried out in safety.
(a) The Order will impose a 50 mph speed restriction on the following sections of the M65 Motorway:

i. the eastbound carriageway between Junctions 3 and 5, from a point 400 metres west of the centreline of Riley Green East Overbridge, to a point 500 metres east of the centreline of Guide Junction West Overbridge;

ii. the westbound carriageway between Junction 4 and 3, from a point 300 metres east of the centreline of Roman Road Overbridge, to a point 100 metres west of the centreline of Tockholes Road Overbridge.

(b) The Order will ban all traffic from the following sections of the M65 Motorway:

i. the eastbound carriageway between Junctions 3 and 4, from the last point where the Junction 3 exit slip road leaves the carriageway, to the first point where the Junction 4 entry slip road joins the carriageway;

ii. the westbound carriageway between Junctions 4 and 3, from the last point where the Junction 4 exit slip road leaves the carriageway, to the first point where the Junction 3 entry slip road joins the carriageway;

iii. the westbound carriageway between Junctions 5 and 4, from the last point where the Junction 5 exit slip road leaves the carriageway, to the first point where the Junction 4 entry slip road joins the carriageway;

iv. the eastbound carriageway between Junctions 3 and 5, from a point 900 metres east of the centreline of Riley Green East Overbridge, to a point 100 metres east of the centreline of Guide Junction West Overbridge;

v. the westbound carriageway between Junction 4 and 3, from a point 500 metres east of the centreline of Earcroft West Overbridge, to a point 100 metres east of the centreline of Tockholes Road Overbridge;

vi. the eastbound and westbound entry and exit slip roads at Junction 3;

vii. the eastbound and westbound entry and exit slip roads at Junction 4;

viii. the eastbound and westbound entry and exit slip roads at Junction 5;

ix. the eastbound entry slip roads at Junction 6;

x. the westbound exit slip roads at Junction 6;

xi. the eastbound and westbound entry and exit slip roads at Junction 7.

(c) The Order will allow the hardshoulder to be used as running lanes on the M65 eastbound and westbound carriageways as described at (b) iv and (b) v above. A 50 miles per hour speed restriction will be imposed on all traffic using the hardshoulder.

The restrictions and prohibitions are expected to take place overnight between 2000 hours and 0500 hours (continuing to 0700 hours on Saturday and Sunday mornings) during a period starting on Tuesday 11 July 2017 and ending on Friday 29 September 2017. However, work may start and continue between the same times on subsequent nights until completed.
The number of running lanes will be maintained on the M65 throughout the daytime, as well as during Bank Holiday and event periods. Diversion routes via alternative junctions of the M65 Motorway and local roads will be well signed.
The restrictions will not apply to emergency services or special-forces vehicles, and the prohibitions will not apply to emergency services, works, or traffic officer vehicles. The prohibitions and restrictions will only apply during such times and to such extent as shall from time to time be indicated by traffic signs.
