THE BOROUGH OF BLACKBURN WITH DARWEN (PRIMROSE BANK, BLACKBURN) (TEMPORARY CLOSURE) ORDER 2017
NOTICE is hereby given that the Blackburn with Darwen Borough Council, propose to make the above Order under Section 14(1)(a) of the Road Traffic Regulation Act 1984 to enable BT to carry out cabinet works.
The effect of the Order is to close Primrose Bank, Blackburn, to all vehicular traffic from its junction with Primrose Drive to its junction with Lark Hill. The diversion route for affected traffic will be via Lark Hill (A666), Barbara Castle Way, Quarry Street, Cleaver Street, Mount Pleasant and Primrose Bank. An alternative route will be via Primrose Bank, Mount Pleasant, Trinity Street, Birley Street, Cleaver Street, Quarry Street, Barbara Castle Way and Lark Hill (A666).

The Order will come into force on Monday, 4th December 2017, and shall continue in force for a period of eighteen months or until the works are completed whichever is the earlier. However, it is anticipated that the works will be completed on Thursday, 13th December 2018. This will be a full closure, there will not be access for pedestrians or emergency vehicles.
