A66 NORTHERN TRANS-PENNINE PROJECT SECTION 48 PLANNING ACT 2008
REGULATION 4 OF THE INFRASTRUCTURE PLANNING (APPLICATIONS: PRESCRIBED FORMS AND PROCEDURE) REGULATIONS 2009
NOTICE PUBLICISING A PROPOSED APPLICATION FOR A DEVELOPMENT CONSENT ORDER HIGHWAYS ENGLAND COMPANY LIMITED of Bridge House, 1 Walnut Tree Close, Guildford, GU1 4LZ ("the Applicant") proposes to make an application ("the Application") under Section 37 of the Planning Act 2008 to the Secretary of State for Transport for a Development Consent Order. The Application is for the proposed A66 Northern Trans-Pennine Project between M6 junction 40 at Penrith and the A1 (M) junction 53 at Scotch Corner. The project's main proposals in summary are:

- Dualling the remaining single carriageway sections of the A66 between M6 junction 40 at Penrith and the A1 (M) junction 53 Scotch Corner.

- Junction improvements at each end of the 50-mile stretch at M6 junction 40 and A1 (M) junction 53 Scotch Corner.

- Improvements at key junctions along the route including:

- Center Parcs junction;

- Sowerby Bypass junction and Main Street junction;

- Long Marton junction, Crackenthorpe junction and Appleby Bypass junction;

- Sandford (B6259) junction, Warcop junction and Langrigg junction;

- A67 junction;

- Cross Lanes junction and Rokeby junction; and

- West Layton/Collier Lane junction, Moor Lane junction and Warrener Lane junction.

The project is an Environmental Impact Assessment development ("EIA development"), as it falls within Schedule 1 of The Infrastructure Planning (Environmental Impact Assessment) Regulations 2017, and as a result, a Preliminary Environmental Information Report ("PEIR") will be published as part of the consultation material. A full Environmental Statement will be submitted and published as part of the Application. Consultation on the proposals will take place from Friday 24 September to Saturday 6 November 2021 (inclusive). Responses received after 23.59pm 6 November 2021 may not be considered. Copies of the consultation materials including plans and maps showing the nature and location of the proposed development will be made available to view free of charge at the deposit locations and online during the consultation period including:

- Public consultation brochure and map booklet

- Consultation feedback form

- PEIR, non-technical summary and Technical Reports

- Statement of Community Consultation (SoCC)

Any person may comment on the proposals or otherwise respond to this publicity. Responses must be received by Saturday 6 November 2021 at 23:59. Highways England will consider and have regard to all responses when developing the Application. Responses will form the basis of a Consultation Report that will be one of the factors taken into consideration by the Planning Inspectorate when deciding whether the Application can be accepted for examination. Therefore, in providing any comment, it should be borne in mind that the substance of it may be communicated to others as part of the Consultation Report. Any comments received will be analysed by Highways England and any of its appointed agents. Copies may be made available to the Secretary of State, the Planning Inspectorate and other relevant statutory authorities so that feedback can be considered as part of the process. We will request that any personal details are not placed on public record and will be held securely by Highways England and its agents in accordance with the data protection law and will be used solely in connection with the consultation process and subsequent application for the Order and, except as noted above, will not be passed to third parties.
